Imperial Decree would fit best in a control or stall-oriented deck that aims to slow the game, force combat, and punish board-based strategies, since it effectively turns all damage into lethal removal for a turn and can completely swing a showdown or punish wide boards. Decks that can deal small, repeatable pings, trigger multiple damage sources, or force enemy units into combat benefit most, as they can convert minimal damage into full clears. However, at a cost of 5, it competes with more consistent hard-removal or board-wipe options; if the card pool includes cheaper unconditional kill spells or full board clears that don’t require damage setup, those would generally be more reliable and less situational. As a result, Imperial Decree is likely a strong tech or meta-dependent choice against swarm or midrange unit decks, but not an auto-include unless your deck is specifically built to exploit widespread damage effects the same turn it’s played.
