Because it taxes rather than hard-counters, it shines early or in energy-denial strategies where opponents are frequently tapping out; the repeat ability makes it scale well into midgame counter-wars if you can stockpile energy. It’s weaker in slow tap-out control mirrors where opponents can reliably pay the tax, and in hyper-aggro decks that don’t want to leave resources open.
