This card would be beneficial in a spell-heavy deck that focuses on casting noncreature spells frequently to take advantage of its ability to grow stronger with +1/+1 counters. While Tempest Angler can be a solid addition to such a deck, there may be better options available depending on the specific strategy and synergy of the deck, such as Young Pyromancer or Sprite Dragon, which offer immediate value or evasion.
