Overt Operation fits best in a wide, board-centric aggro or midrange deck that consistently fields multiple cheap units and generates buffs through counters, auras, or temporary combat tricks, since it effectively converts existing buffs into a full-team ready while also refueling unbuffed units with +1 :rb_might:, enabling explosive double-attack turns or surprise showdown swings. It is strongest in swarm or token builds that can reliably have 3–5 units in play, especially ones that gain buffs passively, but it is weaker in tall, single-threat decks or control shells with few bodies. Compared to more efficient rally-style or mass-ready cards that don’t require consuming buffs (such as low-cost global ready effects or permanent teamwide anthem buffs), Overt Operation is higher ceiling but more conditional and tempo-intensive at 5 cost.
