Windswept Hillock would fit best in a highly aggressive or tempo-based deck that wants to pressure multiple battlefields quickly, especially swarm, skirmisher, or midrange mobility builds that benefit from repositioning units to exploit weak defenses or reinforce winning fronts. Decks built around on-attack triggers, battlefield-control bonuses, or surprise damage spikes gain the most from universal Ganking, since it effectively increases threat range and tactical flexibility at zero cost. However, if there are battlefields that grant both mobility and a stat bonus (such as added power, resilience, or resource advantage), those would generally be stronger because they provide immediate board impact rather than just movement utility.
