Tornado Warrior is best in a tempo or midrange deck that wants to create surprise combat swings at a battlefield, especially one already playing rainbow-rune access and cards that reward you for holding reactions or winning a key clash; hiding it lets you represent interaction, then deploy a body for free later while giving an ally a temporary Empower. That said, a 3-cost unit whose main payoff requires being played face down first is likely too slow and conditional for aggressive decks, while control decks usually prefer more reliable reactions or higher-impact late-game units.
