Grumpy Rockbear fits best in a rune-heavy midrange or control deck that can reliably discount [Empower] quickly, because a 4-cost body that turns into a spell-taxing, shielded defender is strongest when you want to stall, protect life total, and force inefficient removal; it is less appealing in aggressive decks, where the setup is too slow, and in many cases a card that gives immediate board impact or removal is better than this kind of sticky blocker unless your meta is full of targeted spells. I’d say it should see play as a niche defensive option rather than a staple: good when you specifically want a resilient wall, but not an auto-include.
