It’s strongest in lists built to trigger it consistently the turn it comes down or the turn after, rather than slower control decks that play fewer units during combat. However, if the format includes more reliable or less conditional draw engines (such as cards that draw on any unit play, passively generate value each round, or don’t require exhausting during a specific phase), those would generally be better because they provide steadier value with fewer setup requirements.
