In general, cards that create a **cleaner permanent answer** or a **more efficient tempo swing** are usually better if available—so if your pool has a 1-cost spell that either **bounces an enemy unit** outright, **gives a stronger stat reduction**, or **doubles as card advantage**, that would often outclass Mesmerize, because its bounce mode is limited to friendly units and its debuff mode is temporary.
