`Sanction` looks best in flexible midrange or tempo decks that actively care about the `[Empowered]` state, especially lists with units that gain strong bonuses when empowered, units that punish being disempowered, or decks that want cheap reaction-speed combat tricks to swing trades, blank removal timing, or re-trigger “while empowered” synergies; at 3 cost, though, it seems more like a niche synergy piece than a generically powerful staple, because if your deck is not specifically exploiting both modes or the instant-speed timing, the rate is fairly modest for a card that does not add raw stats, bodies, or permanent value. I would only call another card “better” if your card pool includes cheaper empower/disempower enablers, broader reaction tricks, or permanent empower effects, since those usually outperform conditional state-swapping at the same cost in more streamlined decks; so in practice, `Sanction` should probably see play only in dedicated empower-synergy shells or reactive m
