Reviewing Unleashed Cards

Now that we have all the new Unleashed Legends, let's review them by themselves, considering just their effects.
The idea behind this article is to promote healthy debate about what we can expect from these new Legends.
Let's go through each tier:
Tier 0 = a meta-defining card.
Tier 1 = a strong card that belongs to a strong archetype.
Tier 2 = a decent, yet limited, card.
Tier 3 = a below-average card.
Tier 4 = a bad card.
Tier 0

Unfortunately, I believe none of the new Legends will define the meta in any way. This set is simply not that powerful in terms of Legends, and Draven, Ezreal, Kai'Sa, and even Irelia will probably remain at the top because their effects are broader.
The other reason behind this is that most Set 3 Legends center around Holding strategies, and, in a vacuum and in the long term, Holding doesn't seem more efficient than Miracle combo lists or Conquering lists that are more aggressive. We have gotten a lot of support for this type of strategy, but it doesn't seem enough.
Tier 1
Diana

Diana is the best Legend in Set 3 because her effect is quite broad and it can compete with Ezreal directly.
When Set 2 came out, Ezreal was one of the best Legends in the game simply because of his colors. During the games, we'd rarely use his effect.
Now, the same decks that played Ezreal then will be able to do a lot more with Diana and some great cards from Set 3. She will bring something new to these already strong archetypes.
Jhin

Jhin seems pretty straightforward in terms of archetype, and several cards in the game already support his game style.
His colors are also quite competitive. Kai'Sa might still be the best red/purple deck in the game because of her broad effect. For instance, Kai'Sa doesn't restrict you in any way when you build lists with her. Jhin, however, forces you to play 4-cost spells or Repeat spells if you want to activate his Legend effect.
This could get in your way when you build lists with him. You might not be able to adapt to certain matchups precisely because you need to play certain pieces or the entire thing doesn't work.
Other than that, Jhin will probably be one of the strongest Set 3 Legends.
Lillia

Lillia could be a tier-1 Legend because her effect is quite aggressive.
She has been getting a lot of support as well nowadays, particularly when the matter is Temporary cards. She could become a great Legend and see play in a competitive list.
Her signature spell is also quite strong. It could become the card that makes Lillia strong.
LeBlanc

LeBlanc has a lot of potential.
It's not clear how we'll build this deck, but her effect can set up incredible, complex, and extremely powerful combos.
Out of all the Legends, she is the most mysterious, and we can't really say for certain how strong she'll be. But one thing is certain: she'll be strong!
Tier 2
Master Yi

Master Yi is one of the most anticipated Legends in this set, but he should still struggle against purple decks in general.
He should see play in a tier-2 list that can compete with the best decks but isn't powerful enough to beat them. Orange is simply too vulnerable to purple spells, and they should still see play in this meta.
Vi

Vi is this set's main star, but she's too specific and probably won't be too consistent.
In some matchups, she should be strong. However, she could end up losing instantly to opponents that can stop her attacks.
She'll be a very polarizing Legend: she'll be too strong in some cases and too weak against decks that control the board.
Poppy

Poppy could be the best Holding strategy out of all the Set 2 Legends.
That's because there are already many yellow/orange cards that support this game style, and we'll also get new ones for her archetype. So, Poppy should be quite strong.
Nonetheless, like any Holding strategy, Poppy should struggle in aggressive metas or metas with lots of removals - and that's probably what the next meta will be.
Pyke

Pyke's effect is relatively interesting. But he'll struggle a lot this season because Draven will still be the best Legend in the game.
Pyke will have to fight Draven directly for a spot in purple/red decks, and he'll certainly lose. He will probably get the most unfair treatment of all.
Rengar

The entire community thinks Rengar is one of the worst Legends around, but, after we saw some of his support cards, we must admit he has potential.
He'll obviously focus on Ambush, but he'll be aggressive. He could even be one of the most aggressive archetypes in the game.
The only issue is that Rengar visibly has a lot of weaknesses, and he certainly can't finish games if the opponent resolves his board. He is a glass cannon: he'll either win by a landslide or lose by a landslide.
Tier 3
Ivern

Ivern will probably be quite fun and "resolved" as an archetype, but he unfortunately won't be able to compete with the other lists when the matter is performing at a high level.
Ivern centers entirely around Holding, almost too much, so he's incredibly easy to beat.
This deck can't even remove enemy units: he can only absorb attacks and enemy removals and play units that get a lot of stats for free.
This list centers entirely around defending yourself with Shield effects and passive effects that give your units Might. So, it tends to be weak against most decks in the meta.
Kha’Zix

Kha'Zix left many of us disappointed because his effect is quite weak. There is no reason to play him considering Miss Fortune and Sivir are a lot stronger and more consistent.
Tier 4
Vex

Vex was a big disappointment because her effect doesn't really fit her as a champion, and it's also quite weak.
Her lists will be green/purple Holding strategies, but green and purple can do everything but hold battlefields. This means Vex will have nothing to work with besides her Set 3 support cards, so she's very limited. We might have to wait to try to build her.
