Piltovan Forge would mainly benefit an artifact/gear-heavy deck that wants to activate a key gear ability every turn, especially a tempo or value deck that can repeatedly leverage a cheap “first activation” discount; it’s strongest when your strategy is built around a single powerful gear activation each turn rather than many small ones. In terms of competition, a battlefield that gives a broader combat or resource advantage, or one that discounts multiple abilities, is usually better in most decks, because Piltovan Forge only helps the first friendly gear activated ability each turn and only while you control it, so its ceiling is fairly narrow; if your card pool includes a battlefield that reduces more than one activation or provides a stronger, always-on payoff, that would generally be the better card. It should see play only in dedicated gear-centric lists where the discount meaningfully changes breakpoints or enables repeated turns of value, but it is probably not an auto-include
